Yes, but the OP as a neutral third-party has no business determining what is hostile to the person who is being hit on. I flirt with women that I work with, friendly-like, and only if I know them well (and still don't say anything offensive.) If some ass decided to report me for sexual harrassment, based on what "he saw" I'd be pissed.
