I've been thru many sexual harassment training courses and this very scenario is always given.

tell your boss and follow procedure. That way it is documented and will go to HR.

You are protected you know.

Yes, but the OP as a neutral third-party has no business determining what is hostile to the person who is being hit on. I flirt with women that I work with, friendly-like, and only if I know them well (and still don't say anything offensive.) If some ass decided to report me for sexual harrassment, based on what "he saw" I'd be pissed.

Understood, but it is still sexual harrassment.

Just witnessing the act can be construed as "hostile environment" It has nothing to do with lesbianism.

As I said I've been to a few training classes and this exact scenario is used to question the trainees on what is and is not harrasment - the answer..."it is."

It is up to HR to decide and at the very least document it.
