Besides all of the jokes, the thing is, SOMETHING in her DNA told her to stop progressing physically and mentally. There are conditions like this already, it just seems like we haven't found the "switch" that would do this.

We have figured out the hormonal side of it (you can basically make yourself go through puberty again using testosterone, or even grow larger structure through HGH).

My niece is in her early 20s and still looks and acts like she's 9. I am serious. It could be a more mild version of the same thing. She has a "I'm 21 and can do what I want!" mentality about things (tattoos, smoking, piercings, etc), but the childishness is still there. I always thought it was because people have a tendency to act like the world treats them (by allowance or action) and the world treats them according to how they look. If you treat her like a kid, she's going to act like a kid. Sure enough, her daddy was still carrying her around even when she was a teenager.

I live several states away from her. The tattoo was an ankle butterfly or something. The piercing was a belly-button. Nothing huge, but it was enough that someone at a public pool said something to her father about letting his "kid" get a belly piercing and tattoo.

I already implied that those things were the result of someone who is mentally a pre-teen who knows she's legally an adult and, thus, not the things a typical 9 year old in the area does.

The wikipedia article someone linked has a research paper that states the telomeres are shortening at a normal rate. Therefore this girl is aging just as fast as the rest of us, it's just that her growth is extremely stunted.
