Go to Shutdown, but it only restarts

My shuttle ak35gtr will not shutdown, it will only restart. Everything was working fine, then all of the sudden it just won't shut down through windows. I have to do a hard shut down w/ the button. Very confusing. Any tips?

maxtor 40gb 7200 hd
toshiba 16x dvd
teac 40x
netgear fa11 ethernet card
sb pci 16 sound card
logitech ps2 keyboard
logitech ps2 mouse
logitech wingman joystick (usb)

Tried it w/out my joystick, but still only reboots. Just started happening...did not happen before. Can't think of anything that I would have installed that would make it do this. connector on mobo is set up correctly. Was having some sound issues, and I replaced it w/ the sb live, but it wasn't shutting down before that. Started not shutting down after I set up my network w/ my other computer, but that has never posed a problem.
