Not true- they have a domain control panel that lets you change your nameserver. You do have to unlock the domain in the control panel.
I have 3 domains I got at the last $1.99 sale they had, and I actually prefer their control panel over the one at GoDaddy, partially because I can use my existing Yahoo ID to access.

He means you can't edit DNS settings when using Yahoo's nameservers. In other words, if you want to have control over DNS, you have to use an outside service and point your nameserver there instead.
