Depending on what you mean by "good:" Awesome food or very good food in a "quaint" surrounding.
Check out "Batista's Hole in the Wall" - Pretty good Italian, food ranges ~20-40 bucks a head (complete).... "unusual" atmosphere (most of the major acts to pass through Vegas eat there and have autographed pics on the wall. It's across the street (Flamingo) from Ballys.
The Rosewood Grill - You may see the signs of a chef holding up a lobster ~2 feet long - that's the Rosewood ... pretty pricey, awesome food.
Belagio is going to have some excellent ($$$) restaraunts of about any variety.
The Rio has a couple 4-5 star restaraunts, and a huge wine cellar. I like the Rio alot. There seafood restaraunt (not the buffet) is excellent. After dinner, head up to the Voodoo Lounge. It's on the top floor of the Rio, and has an open-air patio .... amazing view, good for night pictures ... you can see the whole vally.
The "Top of the Nugget" steakhouse downtown ... pretty reasonable price, excellent steak.
The Venetian has some excellent restaraunts ... then you can take a (so-so / no thrills / get a pic) gondola ride ... singing gondalier and all.
Paris has a very nice restaraunt or two: ~$50 a head + alcohol.
Then there are the usual chain (but excellent) restaraunts, like Ruth's Chris Steak Hose (there's two of 'em in town).
Emeril has a restaraunt at (I believe) Mandaly Bay or MonteCarlo ... I don't remember.
At the top of Mandaly Bay is the Four Seasons hotel ... there's none better in Vegas, and there are some killer restaraunts there as well.
I'd recommend you AWAY from the Stratosphere. The food is "~OK," expensive, and the view, while very nice, is not worth the price (IMHO).
Pick the type of atmosphere, pick a price point, talk to your concierge ... mention a couple that you've heard of ... listen to the concierge ... that's their job.
For seafood, I'd probably pick the Rosewood Grill.
BTW: If you take your wife of 25 years to a buffet to celebrate, she'll kill you and put you in a hole in the desert (see "Casino" / Joe Pesche). Save the buffets for less special occasions.
