Repubs' objective in all his is to cut taxes at the top, regardless of the consequences to the rest of us, then rely on never falling below the filibuster margin to hold on to them. If we can't raise taxes back up then we can't afford the ACA or anything like it.

It means removing the various employer and individual mandates, basically, which will likely destabilize insurance markets.

It makes zero public policy sense to do other than so you can say you 'repealed Obamacare'. Well that and get literally anything passed so you can go conference with the House.
