Actually, there is an X700 half-height card. It wouldn't be that much of an improvement, but it is still an upgrade option.
The Pentium D is better than a Pentium 4 (with the same FSB). It is basically two Pentium 4's on one chip. However, to see the benefits of the dual processor, your software has to support it.
I am not sure why we are all telling him to upgrade his memory, graphics card, and hard drive. He has not told us what he plans to use the computer for. Remember, he also has a new XBox 360.
