Here's what I have:
APC 500 UPS, with 3 outlets having surge protection.
As far as I know, surge protection components are not active components like IC's and such, so if there is no electricity flowing through them, they will not draw any power. Maybe more expensive surge protectors are more elaborate, but the ones I've seen involve a capacitor and MOV (resistive type component).

I've done this you would be surprised at the results! It is more than enough to make you go out and spend the $5 bucks to upgrade to a bulb that will last you 2-3 years. As opposed to incandescents that last about 3-4 months and then burn out.
