Alright so he didn't exactly pull me over b/c of the license, it's b/c he noticed I was missing the inspections sticker (don't ask me how he spotted it on the road), and just so happened to ticket me for this too. Needless to say, he was being an ass and tried to ticket me for everything he could possibly think of (also made me wait in the car for 45 minutes knowing I was in a hurry... all while he sat in his car and gave me nasty smirks if I ever looked up to see what was going on).
So anyway when he handed me the tickets, I asked about one of them which was labeled:
Improper Display - Fictious Plates (Statute No. 39:3-33) *I live in NJ btw*
When I turn the ticket over it says 'Unclear Plates' for 3-33
I asked him what was improper, and he told me I was not allowed to have a license plate holder. I replied, "it's not blocking a single piece of information, why am I not allowed to have it?" He just simply said it's against the law to have a license plate holder? He was like, you're only supposed to mount the plates directly on. Has anyone heard of this? Sounds absolutely ridiculous to me!
