Following the legislature?s inability to pass a comprehensive solution to solve California?s entire $24.3 billion deficit, Governor Arnold Schwarzenegger today proclaimed a fiscal emergency and called a Proposition 58 legislative special session to address this emergency. Additionally, the Governor exercised his executive authority to save cash for vital state functions and services by ordering three furlough days every month.

LOL we're so screwed. Yes it's actually funny because this state is so messed up. I'd like to see why it's so hard to make some budget cuts. How does this state compare to other states in terms of spending. We always talk about how the US spends so much on defense compared to other nations which brings people to scream about cutting our military budget in half, but what's the problem with CA? We've got terrible schools, terrible roads... what.. great social services?

Our governor is an idiot. He is blocking increasing license fees by $15/year to fully fund state parks, Instead he wants to close 200 parks that generate $2.40 of direct and indirect tax revenue for every dollar spent on them.
Time to start recall campaign.

I just want to thank California for serving as a cautionary tale for the rest of the 49. We do enjoy watching you all wallow in your self-created disaster. What's that German word for that?

I think California should take the structure of the most fiscallly sound state and adopt it. Cut whatever programs that state doesn't have, or trim them down to that level. It's not the end of the world; THAT state survives with those programs. Raise taxes to the level that state has them. It's not the end of the world; THAT state survives with those taxes.

After you've gotten to that point live with it until you're out of the hole and have a reserve of some level. THEN start messing with the system again, always requiring that there is a method to pay for the programs you vote in.

I just don't know what state is the most fiscally responsible; does anyone else? Could anyone provide a line by line delta between that state and California, both for taxes and spending?

If they generate $2.40 for every dollar spent on them, how come they are not self-funded? Why is there a need for revenue from other sources?

Yeah, I know my suggestion is hyperbolic and not implementable on that basic of a level, but the foundational idea is sound. Take the model from a successful state, tweak it a bit and drop it in.

I'm with you; the experimental social and educational programs that were voted in in California have dragged the state down.

How so? Texas' big cities have very different + diverse demographics.

I live in TX now and I'm not sure how it actually works, but my impression is that there are state food stamp programs at least. There are some pretty bad neighborhoods in Houston/Dallas, but nothing like South Central LA. I don't know about other programs.

Texas' economy isn't doing as bad as CA, though. I think they managed to balance the budget last time I checked.

UNPOSSIBLE! I'm reminded time and again how the blue states are bastions of freedom and vibrant economies and how red states are dens of slovenly rednecks wallowing in filth and poverty. Its oompoosible that the greatest of Blue States would have something as petty as a budget problem!

sooner or later, providing all of those health services and education to those who were not paying into system was bound to catch up...that might not be the main cause of this, but fixing that should be a pretty big chunk of the problem...

Do you not understand that when someone comes to visit a state park, they stay in hotel, pay tax on that, buy stuff, etc? If I ride my mountain bike in state park, I also spend hundreds of dollars a year on bike stuff.
So they may not be self-funded in terms of fees, but they generate more than enough revenue for the state to earn their keep and then some. Arnold is being penny wise and pound foolish. Yeah, he'll save a dollar on funding state parks, but lose way more than a dollar by damaging CA tourism and recreation industry, not to mention the jobs those industries create.
