"Have 'user profiles' been configured in Outlook?"

IF 'User profiles' refers to single place: then yes.

IF 'User profiles' refers to multiple places: Shouldnt it be "Have the user profiles been configured in Outlook?"

"Has user profiles been configured in Outlook?" <- Singular "user profiles"
"Have user profiles been configured in Outlook?" <- Plural "user profiles"

Has vs Have in singular vs Plural:

Has the car been washed?

vs

Have the cars been washed?

Not necessarily necessary (lol).

You can say

"Have cars been washed before?" - general sense

or

"Have the cars been washed before?" - specific

Both are plural, but one points to a species "call them 'cars'" and one points to a specific set of cars.

Better example:

Have blue whales ever experienced danger?

Have the blue whales ever experienced danger?

It's clear in his example that the person asking the question is referring to something specific.

That implies that he is unsure about the correctness of his question.

The way he phrased it implies he believes his question should be correct and is looking for validation.

Should actually be "Grammar question: is this incorrect?".

Colon here would be more appropriate.

But a semi-colon is acceptable while a comma is wrong.

I just found it ironic that the thread title is grammatically incorrect while the OP is asking about grammatical correctness.
