Maybe, maybe not......
I tried getting one of those a month ago, and received nothing but the bare card. Since I wanted it for my tivo-type pc I was building, and it had none of the adaptors (that allow you to hook up a monitor, or input a signal through any means other than a coax cable), remote control or software (minor if you have broadband, but a royal pain if you happen to be on dial-up, at ~25mb), I returned it.
The way I figured, all the items I needed to use it would've cost me another 40 to 50 bucks, which put the card cost right up to about the cost of a new retail card. Add in a 15 day warrantee, versus a year.........
If you're lucky, you'll get everything. Best wishes in that regard!
