When I was nostalgic for Vice City and my PS2 disc broke I got it for PC and I didn't like it as much, the shooting was perfect and controlling tommy was easier (if not incredibly weird for the animations) but driving was pretty horrible. I much rather be aiming with the thumbstick and having auto-aim than dealing with the horrible digital driver controls. GTA is not even a pure shooter, shooting is just part of the experience, I don't need pixel perfect precision where auto-aim does the same thing, it's not like it's a dedicated shooter.
I thought shooting was very easy and quite fluid for the PC versions of GTA3 and San Andreas (never did PC Vice City, just PS2). I'm not sure how you have a negative experience. Could your graphics card have just been screwing things up? Even GTA3 played pretty much just like a FPS
