I have not had the game mess with my camera settings. It always goes back to first person when on foot, and always maintains the same 3rd person cameras in cars. I think it works perfect. I love the first person view. Even if it has a small FOV.
I'll mess with the settings again, but I think I locked it when I first started playing the game. All I know is I set it to first person, and after awhile I'm in third person.
You seem to have an extreme dislike of having a changing world. I'm a big anime fan but my biggest problem with anime is no one ever changes outfits. Character design never changes in a series. So I am all for the characters automatically changing outfits when i haven't used them. The only one that annoys me is when I need trevor and he has stripped to his jimmies and miles from his safe house.
Btw I had no even realized that the characters had actively growing beards. I gave franklin a neatly trimmed beard when I started and noticed he had kind of a 5 o'clock going but was just thinking that was just part of the original cut. That is just even more awesome though.
When Michael's outfit changes its usually a the same polo and shorts. Franklin its always a hoodie. Trevor is always a black hoodie and pants, and recently the orange tshirt. The world isn't all that dynamic. The next logical conclusion would be to let the player select the wardrobe items, or just have a faster way to switch it. I could have sworn in previous GTAs you could go into any clothing store and have access to your closet.
Whats strange though is that a character will come into a cutscene, and he might be dressed the way you dressed him, or he might not. But then switch to him later and he might be dressed the way you want. Its the inconsistent nature that stands out to me. More than likely its to accommodate the cutscenes they set up, but it makes it stand out even more since you have character customization options. Why put the time into customizing when it just gets randomly changed?
Not sure if this helps, but you can lock the perspective into each mode (driving and on foot).
I prefer on foot to be First Person, and driving to be 3rd Person. With the independent perspective on, these settings stick.
I thought I already did it, but I'll double check tonight. I was playing on vpn for the first few days, then when I closed the connection and started playing again I downloaded a couple of patches. I dont know if its related, but maybe the patches reset some options.
The one thing with first person and the limited fov is that it is harder to see some things. I linked a gameplay video earier when I was trying to break into Michaels house. I went on the roof in first person and didn't even see the window I was supposed to go into. In 3rd person it was a clear as day. I might give that fov mod a shot.
