They would need to make cards with beefier a PCB. Then they would need gpu's to put on them. If all of the gpu's are going on the reference boards, they can't make the custom cards.
GTX680 overclocked to 1400+mhz on reference PCB. They don't need to add any more layers to the PCB.
I don't understand your comment at all since there are at least 5-6 GTX680s with improved cooling, VRM and increased power limits that would easily cope with 1400+mhz overclocks. The voltage locking is an artificial limitation by NV and has nothing to do with the AIBs inability to produce cards that can support 1400mhz overclocks. Therefore, there is no logical reason why after market 680s have to be limited in overclocking (reference cards, sure but not after market cards). There is no reason why MSI Lightning can't have 10 power phases, 2x8-pin power connectors and allow GTX680 to overclock to 1400+mhz. But because NV said no to voltage unlocking, such card is not worth making right now.
