The most important thing in a vlogging setup, you NEED a front facing screen to see yourself in.
Laptop: using a laptop for vlogging might sound silly but laptops are arguably the most convenient way to vlog if you want a VERY LARGE screen to see yourself in.
Also laptops basically has a built-in tripod, you can put it on the ground, on a table, the passenger seat in a car, WHEREVER! and you can always see yourself very clearly.
Another thing, you can do all the video editing on the laptop, you don't need to transfer any files.
Just make sure the webcam is 1080p, below is a website showcasing laptops with a 1080p webcam.

Smartphone: Most people nowadays has a smartphone with a front facing camera. But if you want high quality video, you should research the best "selfie" smartphones like below.

Action cameras: The GoPro 9 was the first GoPro with a front facing screen. And every edition after that had a front facing screen as well.
Some competition to the GoPro is the 'DJI Osmo action 4'
Action cameras are good if you want to make POV videos AND vlogging videos with just 1 device.
Professional video quality: if you want a vlogging camera with professional video quality you'll want either a DSLR camera or Mirrorless camera
Some budget options with a front facing screen is the Canon sl3(DSLR) and the Canon R50(Mirrorless)
Camcorder: people aren't manufacturing camcorders like they used to, most are either VERY low quality are VERY expensive, there's not a lot of "in-between" but if you really want a camcorder I would recommend the HC-V785 which goes for about $600
