When you actually die, and are not revived by a player, you stats take a % hit too, until you earn X amount of xp and turn it back to 0%.

That doesn't sound like a very big penalty, unless repair costs are really high. I guess my question is this: could a group of players trying to kill a boss literally spend 100 attempts and die 100 times while fighting that same boss in a night without really suffering any real consequences, other than a small amount of gold spent?
I'd like to see a game where you are aren't rewarded for throwing your head into a wall until the wall finally topples over.
Actually it is true. Lv 8 I died, and when I spawned back at a point, there was a symbol at the bottom on my character picture near my health bar.
Having my mouse move over it, it said -4% stats until X amount of xp is earned.
And after 2 kills it dropped to 3%, then 2% and then 1%, then POOF all gone.
Unless that was a BW3 only thing, I know I saw it. It is not like the 15/30/45/60% version on GW1, but it exists.
Edit: may have been just -% health, but i know my health increased back to its original number as that penalty dissappeared. And not the downed state health, but my rumbling bad-ass charr alive hp.
Can't confirm that from my own BWE3 (or other BWE) experience, didn't see any defeat mechanic changes announced and never read anyone saying what you said.
You accumulate points whenever you are downed, that expire after 1 minute and each lowers your downed state health by 25%.
So, no idea.

They must have changed that, as before that death penalty was simply set to a (short) timer. But you are right, there is indeed a death penalty in the game. If they have changed it to XP earned, then that would be a good move, imo.
the other thing to note is that repair costs, especially early in game, are a huge penalty. cash is not easy to come by. Just starting out learning this game--you will die and you will die often. If anything, it's an incentive to learn how to play. The cost scales to armor quality as well.
I'm not sure what the skull is.
I've been checking my footage and when I died I got the skull but had the same health and the skull disappeared without me killing anything.
And a few seconds later in the same fight.

The skull is gone, I have the same health and I just ran.
