Like the Rangers in Africa, these men want to claim the bodies of their fallen brothers.. Let them.. This may take the city a little longer to come back, but it will be better because of it...

The firemen are completely taken by emotion and are acting irrationally....having too many of them does not help the situation, and when there are certainly more pressing matters to attend to.

What can be more pressing then letting the city heal in a dignified manner? What could be more pressing than not going back on your word? If he has a good reason he should explain it and I'm sure these men would agree to do what is the best for the people of the city.. Just locking them out is not the way to go about it...
