Carrying on private property that forbids carrying is not illegal. They can ask you to leave, but the law doesn't care.
The Westroads Mall does not have a policy against concealed weapons, or the legal sign required to be posted in order to prohibit CCL holders from carrying there.
Still, Nebraska only got CCL as of Jan 1 2007, so there aren't very many yet. Plus, odds are if you started shooting up a mall in Texas, no one is going to shoot back. Only 1% of the population has a CHL.

Mark Allen Wilson, who no doubt saved quite a few lives drawing fire from a gunman in Tyler, Texas. Not saying you are wrong about the mall scene but I do believe you underestimate responsible CCL holders in Texas.
I'm familiar with the story. A courageous man, but perhaps a little foolhardy. He left half a dozen deer rifles in his apartment when he saw the gunman killing people downstairs, and instead grabbed his 1911 .45 and went downstairs to try to end things. He could have made all the difference in the world if he would have dropped the gunman from his apt with a 30-06. Instead he got himself killed and didn't take out the gunman.
I'm not putting down CHL holders in Texas at all. I've had my CHL since 1995 when we were first allowed to, and I carried illegally before that. I know that a good guy with a gun can make all the difference. Though I keep an FN FAL mounted in my trunk with an Interceptor, just in case.
Oh, and I don't carry all the time. Only when I'm wearing pants.
