It has a lot to do with continued evidence that the citys (LA) police department has severe problems with abuse.

There have been hundreds of cases of this, many VIDEOTAPED, the best evidence, in the past.

The real world works like this: I have a job. I pay taxes. I live in a country where there is a constitution. The police take pledges to protect the populace. They are paid with my taxes. My taxes are not meant to be used to excessively tazer people.
