Their shirts still say Toyota on them and the bill you get from them has Toyota on the heading. They still answer to Toyota and are a threat to the brand's image.
If a McDonalds store you visited (that was franchised and not corporate owned) gave you a burger with a dead rat on a bun would you say that you got punked by a McDonald's employee or a person that sold McDonalds food products?
No, the bill will have the dealership's name on the heading and their shirts will also have the dealership's name on them.
In any case, the implication of the thread title is that this is a Toyota-specific instance when that is factually misleading. The issue is with a dealership (which may sell other cars as well as Toyotas). It's kind of like blaming a mall for the actions of one of the stores inside the mall.
While Toyota does have some control over the dealership and can exert corporate influence, it's disingenuous to say that the offending persons were "Toyota employees".
