I think what they're doing is horrible. I suggest you lay down the law. But before you do this, make sure you're prepared so they take you seriously.

I'd suggest taking on a "mean" look, by growing a handlebar mustache. Secondly, dressing up like an authority figure such as a policeman will let them know that you have power. But not just a regular policeman who does desk work, you want to dress like a motorcycle cop. You don't want to look up tight, so you might want to leave the leather coat opened on the front, exposing your chest hair. Also throw on some chains for good measure, it will make you look tough.

Firmly knock on their door and when they answer, let them know in a stern voice that you come to bust their asses. This should go over real well.
