It's simple: kbps are attack, mhz are defense. You have to have more kbps than the other person has mhz. If while you're building up, you keep them about even, you'll know what rank approximately corresponds to what number of mhz. i.e. if you're ranked 500th in mhz, and you have 2500 mhz, then you know that to defeat someone ranked near you, you'll need more than 2500 kbps.
I'll try to explain with an example:
Let's say you and a future opponent each are ranked 300th in mhz, and 500th in kbps. You plan on attacking that person 10 ticks from now. Amazingly, during those 10 ticks, you manage to get to 10th in mhz.
So, it looks like your stats are now much better than his - but you don't pair mhz to mhz and kbps to kbps. It's YOUR kbps vs. HIS mhz. You are going to lose the attack. (And, he'd lose the attack vs. you.)
So, again, as you build up your mhz, keep track of what rank corresponds to how many mhz. Unfortunately, I didn't write this down (and it will definitely fluctuate over time.) That way, you'll know how many kbps are needed to defeat any particular person. I've only lost one attack so far - that's when I looked deeper to figure this out. Hopefully, it makes sense. If it doesn't, I'll try to explain it another way.
