Believe me when I say the banking world goes down way easier than you would think. Technically you don't even need to bring it down as so much as slow it to a crawl. In the world you are talking about, seconds count. Switching over to disaster recovery is time which is lost money - and they are much messier than they will admit.
That being said, it would still take massive insider knowledge across many firms and an insane amount of coordination to have the kind of impact they are looking for.
