Heh, don't you think we would've used that (or they would've blocked it too?) if it were available ? The section I came across them at was under construction and had concrete barriers on both sides. The LIE doesn't have HOV lanes (like in your link) until about exit 44 (?) heading eastward and up.

i would have had no issues with hitting them from behind enough to scare them. Considering my bumper is a mear 1" below legal limits, it would probably be sufficient to get them to move.

If I were the one following directly behind them, I woulda turned on all 4 of my off-road lamps mounted at about the height of their rear-views... that would've been INTERESTING.
