Oddly, sometimes we do get Lake Effect.One common process is what we call a "Colorado Low" that originates in the southwest USA and carries wet air northward. Often but not always the path sweeps north-north-east just to the west of Lake Superior, running up along the western shore. As it cools, and especially when it meets colder air from the Canadian prairies and north-west, we get a big snow dump. Some of us wish for a Trumpian "Border Wall" to prevent this, but making a wall strong enough and many miles high seems even more impractical than the original idea on the Mexican border.
