Partioning is seperating one hard drive into two or more "sections".

imagine this... you have a horible screw up on your system, and you absolutely have to format and erase everything...
your gonna lose ALL your data...

ah.. but wait! you have 2 partitions, you installed windows and programs in one, and saved your precious data on another
so now you only have to format your windows, you can keep your important files w/o having to back them up..

How big should the partitions be for a 30gb hdd if I was going to put Windows and programs in one and use the other for everything else?

To go to ME from 98, you are best off formatting the drive and starting over. Or, uninstall all programs, delete all folders except for the folders with your files you want to save. Delete Windows folder too. Use start up disk to do this from dos. Then install ME. I would rather format though. If you don't have a burner or second partion or drive to store your good stuff on, then you will have to do the delete method. Upgrading from one version to the next has always been buggy, like 95 to 98, 98 to ME, etc. Unless you erase the old version totally.

I would reccomend staying away from winME. Its slower in games, slower in most other apps too. And in my personal experience it crashes more often. I would reccomend staying with Win98SE or going to Windows 2000. Now after getting most of the bugs outta Win2k, I will NEVER go back to Win98. Your partition sizes are up to you my friend. Remember you will lose around 5% of your hard-drive space when you partition it, so you won't actually have a full 30gigs. Anyways, This is how I have my hard-drive partitioned:

C:=33gigs (Windows and programs)
D:=8gigs (downloaded drivers, and music)
E:=2gigs (burn partition and backup for REAL important stuff)

My hard-drive is 45gigs btw

As far as adding a drive, first have a fresh Start up disk on a floppy. Then check the jumper on the back of the drive. Your first drive on the ribbon cable is Master, the second drive on a ribbon is slave. Doesn't matter which plug on the ribbon cable you use. Jump the drives this way. Mount the drive, and plug in the ribbon and power cable. Turn on computer with Startup disk in it. From A:\ type fdisk. Follow the directions. I believe, if this is going to be a second drive, you make the entire drive an Extended Dos partition. Then you add Logical drives or drive letters after that, specifying how big you want them (33%, 33%, 34% would add D, E, F). One thing I do not know though, is whether you would have to add three extended dos partitions to a 20 gig drive, to keep the cluster size at 4k, and assign each ext. dos partition a letter, or if one big extended dos partition broke into 3 drives still keeps the 4k cluster on a 20 gig HD. Once over 8 gig in size, it doesn't matter, up to about 60 gig, as the cluster size will be 8k. Better than Fat16 with its 32k clusters. After you fdisk, then you have to format each drive. Format may hide from you, since the Win98 startup disk puts it on a virtual drive. Like on mine, I have c,d,e drives, so to format, I have to go to a virtual f drive, then type format d: . You will figure it out.

Can files in one partition be accessed by OS (Win 98, 2000 & Linux), in other partitions?

I don't know what linux systems can read (maybe everything with samba or something; I have no experience with linux).

Neither windows install can read linux partitions. Also, if you are using NTFS with win2k, then any non-NT based OS can't read that partition. You can always use FAT32 for both Win2k and win98 and not have any problems.
