Hardware Suggestions - 24x7 - Low Power Consumption Internet Connected PC

24x7 - Low Power Consumption – Internet Download Machine
I want to build a System that has LOW POWER Consumption.
Use:
Mostly Downloading Stuffs , Might Host Own Cloud too , Email Clients , IRC Clients , Other Internet Connected Apps

I was thinking of a Kabini System
Athlon 5350 (25 W TDP) & Some AM1 Mother Board

Again I was thinking about the Intel G3258 Anniversary edition processor (But it has Much Larger TDP)
It should be A Windows 7 Machine . Not Linux or other what nots !
But I am Here for some Advice. I already told you my requirements.
Advise me - What should I do ?

I only want to buy
Processor + Motherboard + RAM
&
SMPS (PSU) + HDD
I have the rest

LOL. My overclocked G3258 rig with a Gigabyte H81M-DS2V mobo, overclocked to 3.8Ghz, running 100% load 24/7 crunching DC, along with a Westinghouse 24" HDTV / monitor, draws 79-82W. Which is low-power enough for me.

I'm pretty certain that the AM1 rig would be even lower power, but much lower performance.

If you are web browsing, the G3258 is very snappy, with even just a SATA2 SSD.

Edit: That's with an Antec EarthWatts 500W PSU.

With a Gold / Platinum 80Plus PSU, with low wattage, your power efficiency should be even better. Maybe even moreso with a PicoPSU.

There is an ASRock AM1 mobo with a 19V DC-in connecter, that would likely be very efficient too.

If the hardware will never be repurposed, I'd go with whatever has the lower initial cost. Either will be plenty for your needs, and power use will also be very low (though probably still higher) on an unoverclocked Intel chip as it'll be near idle most of the time.

I feel a Pentium has a lot more potential if it'll be repurposed later.

I'd probably do something with a Celeron J1800 or J1900, lower power than a Kabini, not that a Kabini is too bad (I'm using one for my home server right now)

I've got a J1900 based AsRock MB, with 8GB and a SSD.
That makes for a snappy low powered PC.
I'd opt for a J2900 based MB if the price were right.

I am wondering if you can just take a tablet and use that to watch video. It might work for streaming, but you wouldn't have much storage. If you have to be downloading and storing lots of E-mail you might need a hard drive. Maybe use a low-power i3 without wireless access. A Centrino card would just draw more power. Or you can put a wireless router real close to it and connect it with Ethernet cable.

I keep seeing articles on these newer i3 CPU's rated at 35w, however, they must not be selling them to the public. Here is a comparison of a 35w and 54w TDP CPU.
