Here is one I found on Google. I have no idea if it's particularly well-regarded. It is coincidentally called the Blue Book (the universally-accepted American legal-citation reference book is also called the Blue Book). Here is the relevant portion:

Rule 1. Periods and commas always go inside quotation marks, even inside single quotes. Examples:

The sign changed from "Walk," to "Don't Walk," to "Walk" again within 30 seconds.
She said, "Hurry up."
She said, "He said, 'Hurry up.'"

Here is another cite to the Columbia Guide to Standard American English:

A key problem with quotation marks is which other marks of punctuation go inside the closing quotation mark(s) and which belong outside. In the United States, most stylebooks and most editors follow these rules: periods and commas belong inside, colons and semicolons outside. Other marks?question mark, dash, and exclamation point, for example?go inside when they belong with the quoted material, outside when they belong to the main sentence. British editorial conventions differ.

Bush is a figurehead, a charismatic doofus with the pedigree and common-man appeal the republican party needed to win. He is not, in any way, shape or form, the least bit intelligent. At best he might be a good angler or hunter. Cheney, and to a lesser extent Rumsey and other prominent repugs, are the chess grandmasters. Granted though, Cheney has trouble moving his pieces, due to his hand being so far up Bush's ass.

while it wouldn't put it so blunty as rbachman, i think we can all agree that Bush is not the real mastermind of the Republican party. Rove, Cheney, etc., are the real ones calling all of the shots.

For what it's worth, DV is correct. The rule for American English is commas and periods are placed before the quotation mark. I know this because I disagree with the rule, and often ignore it when I think it looks wrong. Following the rule can be confusing when writing detailed instructions. For example, which of the following is more clear:
  • Edit ".profile," change "wyse50" to "wyse60," and save.
    -- or --
    Edit ".profile", change "wyse50" to "wyse60", and save.
If one follows the rule, some people will end up mistakenly including the commas in quoted literal strings.

I've done the same, Bow -- ignoring the rule I was taught looooooong ago -- for the same exact reason

I just checked in here tonight and caught the title of this thread. I about ran over my grandson getting to the bathroom because i laughed so hard I amost pissed my pants. This has got to be the best reason in the world to send this lawyer packing.!!:laugh:

Dobson says 80% of the nominees Bush asked rejected the offer to avoid the grueling confirmation slimefest from the left. Can't say I blame them, look at what the left says about Roberts' kid. Already some say Miers must be a lesbo.

I doubt she was truly in Bush's top 5 choices if this is true.

That is absurd. How would Dobson know? Isn't it a sad state of affairs if he does?

The Roberts confirmation process was a reminder that "the left" can be perfectly civilized when the President nominates someone qualified. At this point, the lion's share of the criticism of Miers is coming from the right (including you), not the left. With all due respect to Ms. Miers, she does indeed appear to be a lesbian, but I have zero discomfort with a homosexual serving on the Supreme Court.

I don't see how your statement is relevant to the preceding discussion. I'm not sliming Bush. I'm (cleverly) making the obvious observation that Harriet Miers' statement cannot possibly be true.

Look, not even you would claim that Bush is an intellectual. He doesn't read newspapers. He doesn't read books. There doesn't appear to be any "life of the mind". We can disagree about polictics and social policy, but even the most ardent right-wingers cannot believe that Bush is brainy. No one else on the right ever uses "smart" and "Bush" in the same sentence.

Harriet's statement is absurd on its face. Maybe she thinks Bush is a great politician. Maybe she likes him tremendously. But "the smartest man" she's ever met? Come on! Do YOU believe George W. Bush is the smartest man Harriet Miers has ever met?

I found the english lesson part of this thread much more interesting than the rest of it. It's nice to see that some people actually care about the written word these days. I was quite embarrased while reading "Eats, Shoots & Leaves" when I found out how much I was doing wrong. And I'm fairly certain that the preceding sentence needs another comma.

As for the original post, Is possible that Bush is for some reason simply hiding his gargantuan intellect? Smarter men than I would have to answer that.

You're telling me the President and Vice-President of the United States are discussing specifics of nominations to the Supreme Court with a private citizen with no need to know (and one who just happens to be a prominent public figure with millions of slavering fans)? That strikes me as completely irresponsible, if true. Is there some legitimate reason they should be justifying their nomination to Mr. Dobson?

Possibly. It seems more likely that such a person would be more inclined to legislate gay marraige from the bench.

According to Dobson, Rove said the President "was looking for a certain kind of candidate, namely a woman." Rove added that Miers "was at the top of the short list of names under consideration," but that others had withdrawn from consideration. "Some of the other candidates who had been on that short list, and that many conservatives are now upset about, were highly qualified individuals that had been passed over," Dobson says. "What Karl told me is that some of those individuals took themselves off that list and they would not allow their names to be considered, because the process has become so vicious and so vitriolic and so bitter, that they didn't want to subject themselves or the members of their families to it."


She should still be rejected in accordance with the founders views on Senate confirmation, but I now think its unlikely that she will be Souter 2.0.
