Ya know what? Everyone loves a clean righteous war, only there's never been one. Only fools and politicians (who's job it is to convince the public it's so) thinks wars can be fought honorably and with rules. Lives CAN be lived honorably though regardless of drugs imbibed.
I'm sure they could, but I would not feel comfortable if I were in HMAF and people around me were under the influence, if you shouldn't drink and drive you should NOT be in the armed forces and get high.

You really are clueless and naive aren't you? You'd report the people who keep you alive and to whom? A noncom, officer or handler who depends on a unit doing their job and keeping them alive? When being a man down means you're that much closer to being dead? When the person you're reporting to uses as well? Make a big enough nuisance of yourself and your team will save the enemy the effort to reduce you.
