I got a HD6850 for a clients ystem since he needed a new better card for photoshop CS5 and he has a Core i5 750, 8gb of ram, gigabyte p55 mobo, hard drive, etc, all ran by a Corsair CX400. We popped the HD6850 in and it didnt boot just fans turned on and no screen action, just black. Is this a sign that the HD6850 is dead or the CX400 isnt enough. We are thinking of getting a Corsair TX650v2

There are lots of cheap PSUs that can't even boot a system with a mid/high end vid card.
If this is the case here, I dunno, but, part of the normal troubleshooting is to test another PSU, and or test the vid card in another machine.
I'm not trying to state the obvious, but if you can try the card in a different system, that would help you out.
Did you plug the power cable(s) into the video card?
Sounds like power supply, or gremlins. You could always try the "solution" that sometimes seems to work - unplug everything and plug it back in. Sounds stupid, but it has worked for me when things didn't make sense.
Actually it isn't stupid - thermal creep can cause cables and circut cards to get out of position.
To the OP:
While it can be a bad card, with such a weak power supply to start with (and probably one with some working time that may have caused degradation) it is quite possible the PSU is the culprit.
