I have a similar problem with my Celeron 566 @ 850 Mhz, and MSI Master Motherboard, however in my case the machine boots up judt fine from a cold boot ( On/Off switch). My problem is that the machine won't soft boot, using the reset button, Ctrl/alt/delete, restart from the start menu, or when exiting Bios setups, what happens is that the maching goes dormant, all of the lights, power on, cd drives, etc are on, however the video signal goes off ( monitor black ) and all 4 diagnostic LEDS are Red. Have to hold the on/off buton down for 4 seconds too shut machine down. Then it will start and boot o.k. when turned on from on/off button. I have tried with the BX Master motherboard jumpers set to virtual 100 Mhz, and the BX Master sloket set to virtual 100 mhz, and still no luck. There are several people having the same or similar problems with this Celeron LL 566 @ 850 and the MSI BX Master mother board. Next I'm going to set the celeron 566 at its default of 66 Mhz FSB and 5.5 multiplier, I'm beginning to believe that there are some Celeron 566's that are defective and causing this situation when overclocked.
