help enhancing an image

A friend of mine was involved in a car accident. He's never been in an accident before and had no idea what to do. He ended up giving the guy his license and insurance information and didn't ask for any information back. He now realizes what he's done and is trying to get whatever information he can. There was no actual damage to either car.

He snapped two pictures of the guy's fender but missed most of the license plate. One only has half the plate and the other is an upside down rainy reflection of the plate. Is there any chance you guys can enhance the image enough to make out the rest of the plate? Obviously not CSI style enhance , but something good enough to make out the actual plate. Thanks guys.

The last part of the plate is clear. 880. The first half is really hard to make out. It's 4 letters, no numbers. Thanks to anyone who can help.

I don't know what the first two characters are, but the last five are UY-880

about all my CSI skills could accomplish is determining that the Third and Fourth alphanumeric digits appear to be either 0V, PV, 0Y, or PY.
That 0/P could even be a D.

The first two, it just doesn't appear there is nearly enough exposed data to distinguish the characters from the rest of the mess.

I don't think the first letter is a Q. After doing some layer manipulations in GIMP it looks more like a K or an N. But I agree on the HUY part. If I were a bettering man I'd say it's KHUY 880.

So far you have 2 or 3 of the letters, and a clear set of 3 digits at the end. PLUS you have three more pieces of info:

1. the vehicle is propane-converted
2. the Ontario license sticker expires in Oct/10.
3. Beside the propane sticker are the worlds "Town Car".

With all of that it should be easy for police to identify the vehicle completely.


Oh, I forgot one more "clue". Show the photos to any car parts junkyard and/or body shop guys. I bet they can tell you from the license plate lamp lens what car make and model that is.
