The only "fix" I know of is to stick with Catalyst 9.11 or older. I am not sold on the stability of the Catalyst 10.x drivers for the AGP version anyways.
There is no GeForce 8600GT in AGP. Only PCI-E. The last NVIDIA graphics cards offered in AGP were GeForce 7 Series.
H.264 in Flash 10.1 won't work with a 2600 Pro.

The regular Catalyst drivers from ATI/AMD don't support AGP cards. There is a separate installer just for AGP:
