I'm going to laugh when teh OP finds out he has a leak and has spent all this time and money on spying on his neighbor.
What happened to the guy that was throwing trash on your garage/roof?
After I paid him a visit I told him I have him on cam and would take him to civil court and he stopped. Although when it snowed he wrote fuck you in the snow in my front yard. The cam I have is pointed in the back yard and this was in my front yard. When ever I see the guy I stair him down making sure he knows I'm watching him. This guy is late 60's and I think he got some mental problem.

Without reading through all the posts, I'm gonna suggest a hunting camera aimed at the faucet. One of those motion activated deals that hunters strap to trees.
Why not put a meter on the faucet? That way at least you'll know if the hose has been used, then you can go through the trouble of capturing him in the act.

From the wording, it sounds like he maybe just looked for actual leaks around the meter and didn't get inside it to see if the meter wheel itself was spinning.

Good idea, but my prof sound recorder will take care of that. Plus he'd probably see the meter and it'd scare him off.

Not unless he brazes it on.Or he could just remove it before use and reinstall it after use.
