Meh, let the guy upgrade if he wants to. It's his hobby, his money after all. As long as he enjoys it, what difference does it make?

Individual wants better gaming perf. New CPU won't help here when the system is so GPU limited.

Actually I'm certain you'd notice a difference over the course of some heavy games minimum frame wise - via MCE a 4690 can hit 3.9GHz all cores - 700MHz boost with a simple BIOS switch. That said most games won't really matter.

No, they actually allowed +4 turbo bins over stock turbo. You could push regular i5 Ivy Bridge over 4GHz with +4 turbo bins and some BCLK raise.
My i5 3550 is 3.7GHz turbo, yet I OC it to 3.9GHz on all 4 cores via ASRock Z77 Pro4 mobo.

No, but most people want at least close to 60. With many modern games maxed out A 760 is going to be in the 20-30s at 1080P. That is in no way smooth. Yes you can drop settings, but then thats not maxed.

um.....use perf mon to graph cpu and mem usage during gaming.....something like afterburner to check GPU usage %'s

Huh, didn't know that. Are Haswell i5's similarly capable?

Unfortunately no. They locked it up all the way on Haswell. Which is why in a lot of cases, locked Ivy's with MCE on by default in the Mobo end up being faster than the Haswell counterparts

Not anyone I know in person. A 980 is more than plenty for 1080p at maxed.

760 isn't gonna max many games at 1080p. Especially the ones you've mentioned. Even a 980 isn't enough to max them.

I had an overclocked 670 for a while and if it wasn't for the 2GB frame buffer I expect I would still have very playable framerates at max detail in most things at 1080p (I now have 2560x1080)

A 760 should be almost as fast especially overclocked. anyone with a 4GB model should be fine for a while yet.

Isn't directx 12 going to take more strain off the cpu and put it more on the gpu? Or am I wrong on this? I would say gpu for better performance. You will always gain performance unless you're on a dinosaur of a cpu where everything is bottlenecked. Tell him to get a freesync/gsync monitor as well and he'll be set for a long time!!!!
