I installed oblivion today and have been trying to get the game to run smooth all day and it wont. Basically what the problem is when im outside running on a horse in the wilderness e.t.c the game constantly quickly glitches and scitters as if its having trouble processing everything. Ive tried turning all the settings down but it doesnt help. Im getting a constant 45-55 FPS too. Ill list my specs below:

GPU: 9500gt (upgraded to hd4770 today, still having same problem though)
CPU: AMD Phenom 810 x4
PSU: EzCool 500w
Ram: 4gb
O/S: windows xp 32bit
hard drive: Hitachi 1TB, SATAII, 7200rpm, 16MB Cache

I know the graphics card isnt great but it should still be able to play this game? Changing the settings doesnt seem to help at all and it just keeps lagging a bit, but its very annoying. Oh it also doesnt do this in towns only when im outside.

Anyone that could help i would really appreciate it, thanks

All the other threads would unlikely be specific to my computer build though. I dont think that guide you linked will help either because i have already put all the settings to low.

Your problem is the graphics card. It is an extreme budget card and not meant for gaming beyond farmville and older games. A simple google search confirms this, as many people with that card, and similar cards, have the same problem.

Is it possible to upgrade your card? A 9800GT can be had for really cheap if you look on ebay. In fact, I recently bought a 9800GT from NewEgg for $60 to use as a dedicated PhysX card. You might check there.

I would of agreed with you on that but i was able to run crysis on low settings without having this glitch effect happen a few months ago. So as low end as the graphics card is, i believe the issue isnt with that

Despite the graphical whore that Crysis is, it is alot more optimized than the shitty engine known as GameBryo (well, specifically when used by Bethesda, it is fine for other games like Freedom Force).

Well, chances are you are not going to be able to rule it out until you try another card, even if you have to use an older one laying around that at least meets the minimum requirements.

Are you trying to run at 16x10 or 19x10? Your card won't do that.

Try 14x9 or an even lower resolution.

Obviously you didnt read the guide, cuz it does NOT say "set all your graphics to minimum". It actually has quite a bit of helpful information with regards to hiccups and crashing.

I have a 9800GT and an E4500 and can run the game fine at 1440 x 900 on high settings. Your CPU is better than mine, so you should be good to go if you get a graphics card update. Something like the 9800 GT another poster mentioned should be good, or even something like a HD5770 or GT450 would be even better.
I have noticed the glitchiness too, however. I think this may happen when the engine loads the textures for the next area of the map. You can actually see the grass popping up on the ground when the next area loads.

32 stream processors... that sucks, im 95% sure that card is the problem, sorry OP but its a POS that wont give you any better performance. I ran oblivion on my old 7900GTO and an 8600GT (32 stream processors also) they performed similarly and gave me similar framerates to what you are seeing.

Get a better card

45-55FPS?

I don't think the problem is graphics like a lot of you think it is. Oblivion behaves like this on a lot of setups when it has a lot of data to load and when you load a new area. A faster hard drive would help I think, or just following the damn guide posted first thing.

As I recall, Oblivion is an odd beast - it's quite sensitive to how quickly it can load in data from the hard disk. As you charge into a new area it doesn't seem to look ahead and realise it needs to load in data until the last minute - then it will struggle for a few moments as you describe.

What kind of hard disk are you running? If you've reused something that's getting old, that could be your problem. Drives from the last couple of years have gotten a lot faster.

Edit: Sory repoman0, I guess you just said that already. I change my response to "Quote: repoman0 +1"

Fair enough, that shouldn't be a terrible drive. . . but what it is exactly? From that info it could be an ancient (2007) Hitachi 7k1000 or a modern beast.

I have looked through the guide, and nothing in it seems to be helping the issue, i have found a mod called streamline though which apparently can help with the stutter so im gonna try that out.
