HELP Mobo wont boot!!!

Ok I am building a system for a friend, it is a chaintech VNF4 mobo, an Athlon 64 3200+, and I have a MSI PCI-E video card, and 1 GB (1 x 1024) PC3200 stick of RAM. The computer turns on (all fans come on, psu on, cpu fan on, bridge chip fan on) but it never makes any beeps and never boots to bios. I tried different RAM, tried pulling the battery for 30 mins, clearing cmos, but I dont have extra a64 3200+ or socket 939 mobos laying around. Any ideas???

test your video card. Plus... what power supply.

I dont have another pci-e video card. Plus wouldn't I still get beep codes if the video card was bad? It's a cheap off brand PSU he bought. But it's powering on just not booting.

Well there's your reason... a cheap-o power supply.

Yeah I am thinking that is right because the power supply is quarky. Sometimes it doesnt give power even when its on, but if you turn it off and on again it will give power. And the 24pin connector feels gehtto and cheap.

these problems are the most difficult to troubleshoot becase it can be a number of things. My feeling is that its the motherboard or processor. Do you hear anything besides the fans....booting.

o yes and you would hear a (POST hardware diagonostic message) if the graphic adapter had a error usualy 5 beeps

Besides the fans booting, nothing really that I can tell but I am leaning more towards the PSU because it is cheap and crappy. The CPU, and MOBO were both brand new from newegg.
