Help! Overclocked GTS as default !?

I just bought a powercolor Powergene GTS 32 MB. I know GTS should have 200/333 Clock, but mine set 200/365 as default. First I didn't know, until I ran 3dmark2001 and got lots of artifact, then I checked the clock speed and was surprised to see 365. The artifact didn't disappear when I underclocked it to 333, so I returned it to get new one. This time I set it to 200/333 everytime I boot up using Rivatuner.Everything works like a charm.
What's wrong with this card? How can it be overclocked by default? And is it safe to underclocked it to 333 everytime I boot up?

I run my 32 meg GTS at 225/395 without any artifacts.
At 396 and above is the only time artifacts appear.
This with stock cooling, and nothing additional added.

Maybe it's because I live in a tropical country, or maybe powercolor used cheaper components. What really bugs me is that why is it 200/365 by default? I never overclock anyway, so can I make it 200/333 by default? Is there someway to do this?

Tropical here as well..
Where I'm at in Florida, normal room temp is about 80f with AC cranking.
Motherboard system temp hangs around 40c, and CPU at around 55c.

225/395 is what I use for benchmarking only.
Just to be safe, for normal use it's turned down to 215/365.

Looks like you might have a Pro card, or it thinks it's a Pro card.
I think they default to 200/365?
EDIT: nope, pro is 200/400

Maybe it's just powercolor bad components, I heard it has 6ns memory. Anyway, I got it cheap and it has TV out, so I'm pretty satisfied. I'm just worry that it wont live that long since it keeps changing clockspeed everytime I boot up.
Can it be my AGP slot on my mobo or someting?

So 366MHz looks like what it is supposed to be at.
If you are getting artifacts, it could be caused by
something else, like a Bios setting. You should be
able to overclock this card higher than the 395 I
am getting, and perhaps hit 425MHz!

6ns DDR ships at 333MHz.
5.5ns DDR ships at 366MHz.
5ns DDR ships at 400MHz.

BTW, my Visiontek card has 6ns Infineon memory chips.

If the memory speed varies, it's because of the memory speed (4ns, 6ns, 7ns, 5.5ns, etc.). Each speed of memory runs at a different speed, so don't be worried/frightened by the core memory speed.
