Help please, overheating problem, with no heat?!

Hello, I have just finished building my new computer, and I could use some help with its heat management. Here are the specs for the hardware involved with the problem:

Antec 660B Performance Plus Case
Asus A7V333 Mobo
AMD Athlon XP 1700+

The system is performing beautifully except for one problem. Within 3-5 minutes of Windows 98 booting up, the mobo gives 3 short beeps, and then switches into soft-off mode. Pressing the power switch once will bring me back in, but within moments or minutes, the beeps come again, and the same is repeated over and over. The mobo manual says this means the CPU is overheating, and the system is turning down for protection. However, both the hardware monitor in BIOS, and the Asus PC Probe software in Windows report that the CPU is running at 50degrees C. As I understand it, that's a nominal heat. Also, while the CPU fan is running at a health 4400rpm, the power unit fan is running only at 1100rpm, which the hardware monitor reports in red text. I've no idea how to fix this. The 2 case fans seem to be running fine, but I cannot monitor their RPM.

I have tried switching the CPU's frequency from its standard 1466mhz to 1100mhz in the BIOS, but no change occured. I have watched the PC Probe software report temperature as I was waiting for the system to soft-off, and sure enough, no change in heat occured at all that would cause the system to turn off.

It was recommended that I make sure the heatsink is properly installed. I am not 100% sure if it is, I'm no expert. The bend in the retention clip appears to be directly over the die, and the ends of the clip are firmly clamped onto the middle lug of the base. No part of the heatsink is touching the base. Even if the heatsink was improperly installed, wouldn't that mean the temperature readings would be higher than 50C? And if the BIOS and PC Probe readings are wrong, then what is taking the temperature reading that's telling the mobo to shut down?

If anyone can help, I'd appreciate it.

Check the manual if you have one or download a manual. It's usually under "System Health" or something similar.

Just a thought but did you use some thermal paste when installing the Heatsink? Also check and make sure that you don't have anything blocking the airflow of the fan on the Heatsink. Then yes, go to System Health or System Monitor, etc in the BIOS and check to see what the shutdown temp is set at.
