Don't measure resistance. There should be a continuity setting that looks like: -->o
or something like that. When you select that setting and touch the probes together, the meter will beep. Yours should have the setting unless it came in a box of Cap'N Crunch. If the tips of the probes are small enough, touch each to the top and bottom of each bride. The meter should beep. Then move one probe to each of the surrounding bridges (left and right) to make sure they're not connected. Wrap a piece of wire around the probe if it's too big to use effectively.

Mine came in a box of captain crunch

if you have connected two bridges, the resistance, measured in ohms, which is a funny O looking symbol, should be very low, as compared to two bridges which are not connected, which should be off the scale.

ok i got one off crazypc where i got my hs/f now someone said to place the dial on the horse shoe looking thing and put it at 200? now where do i place it on gap/bridge or the l1? and what should the readings be for all of those...

also i already tried it once but failed its a green xp so im wondering how do u tell the ones where u have to cut and do stuff to make it think its an xp 1600 from the normal ones?

i'm assuming you know where the L1 bridges are. If it is locked, you will see two rows of gold dots with a line cut into the surface in between them. A dot should only be connected to the dot directly opposite it. Place one tip on a dot, and place one tip on the one opposite it. This junction should have a very low resistance. Now place the other tip on every other dot. These junctions should have very high resistances.
