The game is based on concepts and story from Tom Clancy, not one of his novels.

well its sort of an offshoot of rainbow six which was sorta based on the book or something

there is no book. Ubi Soft came up with the concept, and Clancy put his stamp of approval on it.

As others have stated it was created by Ubisoft. But the general story is that Sam Fisher is sent on a mission to find out some info and discovers something worse then expected and he must stop the actions or the USA could be in trouble.

A Splinter Cell book from Clancy would most certainly kick ass...

...but then again, in his early days, Clark worked alone so it's...kinda the same thing...but...not quite. lol
