[Help W/ ThrottleStop] Stuck at 2ghz

I have looked and read many things on different forums and i am just at a standstill. I have a cleevo/sager ITEM NO# nh58rdq with insydeh2o bios versions 1.07. My current issue is while using AIDA64 to stress the cpu it will only peak at it's base speed of 2.6ghz (i7-9750H) This cpu has no issue going up to 4ghz while idling. I have not tweaked my Throttlestop voltage (Undervolting ) due to the sole fact i can not get the CPU to push past 2.6ghz under load. I have posted by throttlestop settings below. I have brand new thermal paste aswell and clean fans. I will post my base below while underload. All games run poor on this laptop even with VBS disabled

You seem to be limited by something other than Throttlestop. Almost like a BIOS setting or Windows power plan maybe? Open up the limits tab and see what it shows. I have 2 profiles set up, one for AC and one for battery on a Dell XPS 15 with the 9750H. If I switch to a stock profile (basically disabling Throttlestop) and run Cinebench I can get about 3.3-3.4GHZ all core for about 80 seconds before getting a PL1 and EDP limit at around 80W package power. Then it backs down to a little over 2.9GHz. But the fact that you show a flat 2.6GHZ and the cores are at 100% leads me to believe it may be outside of throttlestop. Try selecting one of the other profile buttons up top and click save, then run AIDA again. Or exit throttlestop and run AIDA. Does it do the same thing?

Can i ask what your score is on the cinebench multicore test? I decided to run one since you talked about cinebench i was using aida4 to do it. My cinebench score with the 9750H only gets about 190 score. To answer your question I had talked to some other forum people and someone had brought it to my attention that i am power limit throttling outside of throttlestop like a damaged EC or something, I started using msi afterburner too and noticed that while benchmarking i was seeing my clock jump from 2.6ghz to the max ghz then back to 2.6 the graph is just like /\/\/\ but i guess it was changing clocks so fast that AIDA64 is saying it's 2.6ghz. I have heard of users using a hex editor and i don't know how to use that to access the locked sections of my insyde bios but i've had no luck trying to get to that section. The main thing that someone has brought to my attention is that i did get this laptop 2nd hand from a friend due to the purpose it was running very badly he wanted to just see if i could get it back to where it once was, in that process i figured out that he has a 2nd hand laptop charger that is a ONN only rated at 90w so i'm beginning to think that my main issue if my power delivery i'm going to look into getting a actual OEM one for this laptop to see if that will help anything. Question what wattage should i be giving to this laptop via charger? and why throttlestop is active PL2 and EDP almost instantly go red and hold red

Did you run cinebench r23 or r24? I'll see what my score is. I'll also check my charger but I believe it is 130W.

I used 2024 I do believe my main issue here is the power supply as i found the OEM one and it's rated at 180watts so pretty much double what i'm getting with this onn brand one.

I got 301 with Throttlestop enabled. 306 with it disabled, which is really interesting. I guess I'm not losing much performance, although I feel like the CPU is throttling more than it should when TS is disabled. But when running R24 package power is still under 40W for the majority of the test. So even with a 90W charger it should still be sufficient, unless the charger really isn't able to provide 90W or maybe it's some sort of thermal issue with that charger connected. I should note that I have been doing this testing with the laptop connected to my Dell dock via Thunderbolt and it has a 180W power supply, but the stock 130W should perform the same.

Yeah the OEM 180w will be here on the 21st so I'm really hoping that's where the power throttling is coming from. If I'm counting the general wattage to run the laptop as well as the cpu and gpu while gaming I'm having to definitely hit that cap. If it's not that then it's something with the MOBO that's damaged, hopefully not the case. Going to have to probably troubleshoot more after the 21st. Lol

edit: broo laptops r such a headache i've never had any issues like this on my desktop that i couldn't solve same day.

Undervolting and limiting boost frequencies was the only way to keep the power down enough where the fans don't come on for every task you try to perform. And this isn't even for gaming, I'm using it for office work mostly with some AutoCAD here and there.

I have a Dell Latitude 5400 laptop, but its keyboard has some issues. Some of the keys are uneven, with a few being raised or recessed. Is there any solution for this problem? If so, please let me know.
Probably to remove the keyboard with my laptop there are 2 screws on the back that i have to loosen and then press it through to pop out the keyboard It's probably just not sitting right where it's suppose to be.

Nice! That is quite a bit higher than me. I'm guessing that some of my settings are still holding the laptop back. But you may also have a better cooler than my XPS.
