HELP: Windows XP Flaw

K, I figured I would come here because the site is so great. Here is a good one and I want to see if anyone can figure it out.

PIII 550mhz
256MB RAM
20GB HD
All drivers are working fine.
I have administrative priviledges in the pc.
Fresh install of Windows XP Pro and I get this message while trying to install Norton Antivirus 2002,

"The installation of D:\NAV2002\NAV\NAV.MSI is not permitted due to an error in software restriction policy processing. The object cannot be trusted." this also has eventid: 1008 under event viewer.

P.S-> it is not just Norton , it is any .exe, .msi file . They start to install and then gives me a corrupted file error message. Now, I have installed XP before , but I have never gotten this. I checked the Local Security Policy (secpol.msc) and it is supposed to allow according to system permissions. Any help would be greatly appreciated in this matter.No wonder , I loved windows 2000 so much.

how did you install xp ? an update from 2000 or format the partition ? if it's an update it probably inherited some permisions that arn't getting along.
also , do you just have administrative priviledges or are you logged in AS administrator ?

Fresh install of xp . I have tried logging of both ways. Administrator and with admin priviledges. I would love to see if anybody can come up with this answer. It is baffling me. And when I set the "apply to all users except administrators" , it still does not work. I cannot find a "higher" set policy that it can be inhereting any other setting from. And here is the best part, the default setting is unrestriced and it is suppose to go by Rights given to the users. This has to be the toughest one yet. Thanks for your comment , though

It seems to have to deal with this key. I wonder if somehow the default setting is not what it says under
gpedit.msc . It says it is unrestricted. But, I wonder what it means in the dword value.
