Help with asrock z97 extreme 9, not sure what to do

So my brothers computer just stopped responding while he was away from college, he brought it home and we tried to fix it.

so, apparently the computer will boot to windows, but will not display
he has a gpu
removing the gpu and trying integrated... not sure how that works or to do it once a gpu is installed and cant get to bios screen
we swapped psus, and he gets an error 99 now,
we swapped gpus and he still gets error 99

the psu we used only has one 8 pin psu, because it said you only need the second with a powerful gpu, we assume that is ok but not sure.

To contact asrock about it, he needs to have have model, serial, and bios, but we don't know bios at all and cant check.

the motherboard we think is likely out of warranty and that asrock once they know that will tell us to pound sand
he just bought 16gb of ram for it, and moving to a new computer would cost a significant amount of money, buying another motherboard that is compatible would cost money and be hard...

so, anyone here have any clue what to do going forward?

Clear the CMOS. That's usually done by shorting two pins while the power is disconnected from the wall outlet.
That should then allow use of the onboard Intel GPU, with the GPU card removed.
Check the owner's manual for the meaning of the error code.
A memory stick may have become accidentally mis-aligned, so try removing all except one memory stick.
Once operational again, check for any bios firmware updates.

It has a button on it for clearing it, able to tell me how those usually work?
The bios is one of the things that if I can avoid it I never touch it because of so many horrible experiences back in the 90s.

The system will typically automatically switch to the IGP when you remove the Vid card.

92 - 99 Problem related to PCI-E devices. Please re-install PCI-E
devices or try installing them in other slots. If the problem
still exists, please remove all PCI-E devices or try using
another VGA card.

CLRCMOS1 allows you to clear the data in CMOS. To clear and reset the system
parameters to default setup, please turn of the computer and unplug the power
cord from the power supply. After waiting for 15 seconds, use a jumper cap to
short pin2 and pin3 on CLRCMOS1 for 5 seconds. However, please do not clear
the CMOS right after you update the BIOS. If you need to clear the CMOS when
you just finish updating the BIOS, you must boot up the system first, and then shut
it down before you do the clear-CMOS action. Please be noted that the password,
date, time, and user default profile will be cleared only if the CMOS battery is
removed.
The Clear CMOS Switch has the same function as the Clear CMOS jumper.

Just found out the issue, a vrm on his 290x blew up, and burnt itself and part of the board around it to ash

He is looking into buying a second one for under 150$ and possibly buying vega when it comes out, or using my old 5770 as a hold over till vega comes out. either way, feel a bit sorry for him.
