Help with bad power supply please

I have a friend that has an old Micro ATX MB. The power supply seems to be bad. When I try to turn on the PC, nothing happens. I disconnected the cable to the MB and tried again with just the switch on the back of the supply. Still nothing.

Is there anything else I should try before pronouncing this supply dead?

remove the power supply from the case, take a short length of wire stripped at both ends and connect pins 8 and 14 on the main system cable (if you hold the connector facing you with the cliping side on the right and the flat side on the left, pin 8 is 3rd pin from top left, 14 is 4th pin down from top right) and this will activate the PSU. Make sure the PSU is plugged in and the power is on (the '1' or '-' side of the power button should be depressed).
if there are any fans in the PSU they should start up, if they don't then either you didn't follow my instructions properly or the PSU is dead.
you'll have to check the power leads manually if you want to be sure everything is okay

Never did it quite like that. just pull the 20 pin mobo plug, and jumper the only green (pin 14) to any black, should fire up....
