I am not sure what is going on with the lilo thing.
So your saying that it boots up, but it takes a hour?
Or isn't it booting up at all?
Usually with lilo when it fails it will go:

or
li
or
lil
Or pop out a bunch of numbers like 9999999999.
That stuff indicates at what part of the boot up proccess gets fouled up and then it makes it a bit easier to find out what is going wrong.
But something that just poops out lilo plus the lilo version number? I don't know.
Hell, I didn't even know that Mandrake still used Lilo, I figured they would of switched to grub in any new version. (which you should be using, always the newest version. You can trim the fat to make it faster rather then install a obsolete versions...)
If it's a fresh install I'd just reinstall. If it happens more then a couple reinstalls then I'd either try a different distro or hit up the mandrakeuser.org forums. Developers of Distros care a lot about isntall issues usually and they would know more about the specifics... If this is a actual bug instead of just realy bad luck then it's very likely that somebody else has had the same issue and had it resolved, so searching the mandrakeuser forums may help,
lilo boot errors
Try disabling all power management features in your BIOS. That helps sometimes. Be sure to select "non plug-n-play OS" if you have that option.
