Help with new mb and old hd

My friend's PC had stopped working, there were no beeps, there was only a black screen, not even a bios screen. I had taken each part out and tested them individually in my PC except for the the mATX mb and the p4 cpu. They all seemed to work so I ordered a new mb/cpu combo. I popped them in and I got the bios screen but now when Windows XP Home goes to start I see the splash screen for a fracton of a second and then it restarts. I need some advice on what to do next. Any help would be appreciated.

You need to reinstall Windows or at least do a repair-install (search Microsoft.com for 'in-place upgrade windows xp'). If the WinXP license is an OEM one, rather than retail, then technically you should buy a new WinXP license too, since you're switching out motherboards.

Is there a place to download or get a Windows XP Home CD or iso to use to attempt to repair windows? I only have the Pro version and if I try to use it the repair option doesn't appear.

If it's retail-version Windows XP Home, then I know where you can call up Microsoft and get a new CD-ROM... support page for Windows XP Home. If it came with the computer (OEM Windows XP Home) then they'll have you contact the computer manufacturer for a new disc or restore CD.

Worst-case scenario, I guess, is you may need to grab a new OEM WindowsXP license and CD from Newegg or somewhere.

Find an older PC with the same chipset that that hard drive will boot.
Change the IDE HDD controller to "Standard PCI IDE Controller". Shut down and put the drive in the new PC.
You should be OK at that point, assuming the HAL is the same.
