Yeah but why is mine running at those speeds when in the bios I'm specifically selecting DDR2-533. In fact there isn't even an option for DD2-800 so how can it be pushing my ram that high? And on stock volts?

My guess would be the RAM divider is set to be faster than the FSB. It's very odd that even you select DDR2-533 it still runs at 780MHz, maybe it's a BIOS problem, I'm not sure. It's what you get with cheap as chips Asrock boards I'm afraid, they're not meant to be stellar overclocking boards.
Anyhow, since it's still stable no harm done at least.
for ddr2 4-4-4-11 is pretty good, especially for 533 cheap stuff. dont complain about that unless it doesn't actually work (stable). my ddr 667 xms2 got 5-5-5-15 at stock speeds.
