Oh man, I just did something really stupid. I was replacing a power supply and connected everything (CDROM, hard drive, floppy, ect...) but didn't plug the power cable into the ATX connector. I plugged in the computer and turned the switch on for the power supply at it popped. Now the power supply won't work, and I tried a different power supply in the case, and the motherboard won't even lite up. Did I just like toast everything?

When you tried to power it up with he other power supply I suppose you did plug in the ATX-power?

I find it hard to believe that the motherboard would be toast when it wasn't plugged in.
Have you tried to pull out the motherboard and laid it down on a piece of paper and connected only the most necessary
Video card/RAM/power supply. It might be shorted out, try to clear the BIOS too.

Ok, I did have the ATX cable plugged in the second time, and got nothing. I tried resetting the video card, and also the RAM, ect... still dead. Is it possible the surge followed the 40 pin cables from the CDROM and Hard Drive to the motherboard? God I hope I didn't cook everything....

If your PSU was not even connected to the mobo (ATX Connector), I doubt it could have fried the mobo.

Ok, I pulled the cpu and ram from the machine I popped and tried them in a different one, no problems, they work fine. I installed the power supply that I though I cooked in a different machine and it ALSO worked fine. I have since tried 2 other power supplies in the machine I popped and the motherboard will not boot up, nor will any fans turn on the board or the power supplies. This is driving me nuts... I rest the video card again, and the ram again. Nothing...

Its possible that the motherboard wasnt grounded maybe the PSU surged and shorted it... I dunno, theres no good reason that you would have a dead motherboard when it wasnt plugged into the PSU.... also, have you tried booting bare minimum without POWER to the drives plugged in and stuff? maybe its something else that the PSU is plugged into thats keeping it from booting your motherboard...
